In February 2022, the Russian Federation made a full-scale invasion of Ukraine, once again violating its sovereignty and territorial integrity. This act of aggression has resulted in the loss of tens of thousands of lives and is causing significant damage to the country and its people.

In response to these events, the Register of Damage was created to record and document all claims for damage, loss, or injury caused by the aggression of the Russian Federation at the national and international levels. The Register covers all individuals, legal entities, and the state of Ukraine, including its regional and local authorities and state-owned or controlled entities — the Register of Damage functions as a platform for intergovernmental cooperation within the Council of Europe. The main functions of the Register include accepting and processing information on damage claims and evidence, as well as classification and organization of these claims for future consideration and resolution. It is important to note that being included in the Register does not guarantee resolution of these claims, including the determination of liability or the distribution of payouts or compensation.

This is the first step towards the establishment of an international compensation mechanism for victims of Russian aggression against Ukraine, aimed at ensuring the principles of human rights, the rule of law, and democracy.

Submitting a claim to the Register of Damage is the first international service in 'Diia.'

The Register of Damaged and Destroyed Property is the first major component of the launched system.

'DIIA' PUBLIC SERVICES SYSTEM

Submission of claims to the Register of Damage is carried out through the 'Diia' web portal and mobile application.

Goals

1. Comprehensive Claims Data Collection: The digital register establishes a unified centralized repository for systematic gathering of comprehensive damage data. It encompasses details on damaged infrastructure, loss of life, economic losses and other critical indicators, primarily focusing on destroyed and damaged property in the initial phase. In addition, data is gathered both domestically across various systems and internationally, leveraging available evidence and testimonies.

2. Improved Accuracy and Transparency: By digitizing the registers (national and international), it becomes easier to maintain accuracy and transparency in reporting.

3. Evidence for Accountability: The collection of crucial evidence necessary to hold the aggressor accountable. These materials can be used to document violations of international law and human rights, contributing to legal actions and international condemnation.

4. Streamlined Compensation Process: The information collected in registers can help in the process of obtaining compensation and reparations for victims at both the national and international levels.

5. International Awareness: Recording losses and damages in electronic registers helps draw the international community's attention to the consequences of aggression. This, in turn, can contribute to mobilizing support for Ukraine.

6. Prevention of Further Aggression: Documenting the damage inflicted can support international efforts to deter new acts of aggression and prevent impunity. The collected evidence will serve as crucial proof of past violations.

Results

1.  Successfully implemented the first international service in "Diia," which enabled the submission of claims for damages to the RCMS (Reparations Claims Management System).

2. Developed services for processing, structuring, and validating data received from the Register of Damaged and Destroyed Property, the State Register of Property Rights, and other state systems and registries.

3. Successfully designed and implemented the first ten categories and continued developing new ones as part of the service expansion for claim submissions to the international Register on the "Diia" portal.
