The MMC Cabinet is a digital service of the Ministry of Defence of Ukraine, created to automate the processes of Military Medical Commissions.

Previously, the MMC procedure was fully paper-based — with no centralized accounting, unified identifiers, or data quality control.

The main goal of the system is to eliminate paper bureaucracy, speed up data exchange, and make the entire MMC process transparent, fast, and convenient.

Our Approach

We don’t just build digital tools — we rethink processes.

1. Systemic and deep transformation.
We conducted an analysis and re-engineering of all processes related to the work of military medical commissions — from issuing a referral to adopting the final decision.

2. Translating needs into technical language.
We gather requirements from users — service members, doctors, commissions — and transform them into clear, structured technical specifications for developers.

3. Regulatory alignment.
We prepare proposals for updating the legal and regulatory framework so that digital solutions have not only technical but also legal legitimacy.

4. Support at every step.
For system users, we create instructions, user scenarios, and support channels. We accompany the implementation process at all stages — from testing to daily operation.

The Digital Solution for MMC

The VLK Cabinet system connects all stages into a single digital workflow:

1. Electronic referral
An MMC referral is generated electronically (for example, in the Oberih registry or via a request in the Reserve+ app) and automatically delivered to the MMC’s electronic cabinet. There is no longer a need to visit the Military Recruitment Centre just to collect a paper referral.

2. Digital medical examination
MMC doctors conduct examinations and enter all conclusions and decisions directly into the electronic system instead of using paper forms.

3. Automatic synchronization

As soon as the MMC decision (fitness, unfitness, etc.) is ready and signed, it is automatically transferred to the Oberih registry.

4. Updates in Reserve+
Thanks to direct integration with Oberih, the updated fitness status is displayed in the Reserve+ application much faster.
